City of Early Minutes - November 6, 2007

A hearing was held on the proposed sale of Lot 7 and W 15’ Lot 8, Cross Second Addition as published in the Chronicle on November 1, 2007. Nancy Suhr was in attendance to ask about the sale and get clarification on it. Hearing was closed.

A regular meeting of the Early City Council was held on Nov. 6, 2007. Mayor Frank Scott called the meeting to order at 7:15 p.m. with roll call as follows: Present: Richard Snyder, Randy Franken, Vince Davis. Absent: Bill Cougill, Pennie Irwin.

Motion was unanimously passed by those present to approve the agenda. Absent: Cougill, Irwin.

Sheriff Captain Scott Brouwer met with the council to see if there are any problems or questions that need to be addressed. They discussed the snow parking ban. Warning will be issued until the first snow, after that tickets will be issued.

Councilor Irwin arrived at 7:40 p.m.

Motion was unanimously passed by those present to have dead bolt locks installed on the council room door and the shop door. Absent: Cougill.

The Mayor reported on the landfill meeting. More and more things have to be done to meet EPA and DNR guidelines. It is anticipated that the landfill fees may be going up considerably in the not to distant future.

Supt DPW Ray Musselman’s monthly report was reviewed in his absence. He swept street several times to get leaves cleaned up, built fence at Diamond Park, did some more repairs on the sweeper, trimmed some tree branches, lowering la-goon.

Res. 07-12 Approving the Sale of Lot 7 and the West 15’ of Lot 8, Cross Second Addition was passed on roll call vote Nays: none. Absent: Cougill.

Discussed the placement of mailboxes for Mark Schmitt and Joan Zubradt and possibly BobKats.

Clerk needed a clarification from the council as to how much of the land south of Corrin’s they would consider selling to him. The City would consider selling all of the land south of Corrin’s property with the requirement that nothing can be built on the east half of Lot 7 because the sanitary sewer main runs through it.

Motion was unanimously passed by those present to approve Darlene Noll to the Library Board. Absent: Cougill.

The City needs to visit with the County Drainage Engineer about a problem on the drainage tile.

Clerk reported that she had an email from the sewer project engineer and the DNR has not approved the construction permit yet for the sewer project.

Discussed our hosting of the County League of Cities meeting in February 2008. It will be hosted on Tuesday, February 12.

Res. 07-13 that the city will comply with the statements and forms for the USDA Rural Development grant for the fire truck was unanimously passed on roll call vote by those present. Absent: Cougill.

Clerk was instructed to have an ordinance amendment drawn to change the number of handicapped parking places on the west side of Main Street between First and Second Street.
