City of Early Minutes - June 7, 2005

A public hearing was held in Early City Hall at 7:00 p.m. on June 7, 2005 per notice mailed to all residents on May 31, 2005 to hear citizens and/or residents either for or against the proposed Urban Revitalization Plan and Ordinance. There were no citizens or residents present and no written comments had been received. The hearing was closed.

The regular meeting of the Early City Council of the City was held on June 7, 2005 at 7:00 p.m. in the City Hall. Mayor Frank Scott called the meeting to order and roll call was taken as follows: Present: Dale Nellis, Pennie Irwin, Richard Snyder and Randy Franken. Absent: Vince Davis.

Motion unanimously passed to approve the agenda with the addition of discussion on town clean up. Absent: Davis.

Motion unanimously passed to approve the minutes as submitted. Absent: Davis.

Information was discussed on recent sewer inspection plus information on the renewal of the sewer discharge permit. Clerk and/or Supt. D.P.W. will check with engineer on cost of checking the amount of sludge in the lagoon.

Motion was unanimously passed to grant an exception to the zoning ordinance for temporary housing to Jim and Silva Munns at 413 N Main. The exception is for a four-year time frame to convert the garage to a dwelling. Absent: Davis.

Clerk was instructed to send a letter to owners of hog buying station detailing problem and needed solution.

The Supt. DPW report had been reviewed with the agendas. There had been several water leaks repaired, swept streets, vehicle repairs and maintenance, put sand at playground equipment, removed vicious dog, spent the better part of a week on clean up days.

Police monthly report: A number of traffic stops during the month, several possible child abuse cases being worked on, worked with DCI and county attorney on a number of cases, vandalism to a residence investigated.

Police Chief Roger Ray and Sheriff Ken McClure met with the council concerning BobKats inspection last month. No one from BobKats was present for the meeting.

Motion was unanimously passed by those present to approve the Police Chief's attendance to the Annual Law Legislative Update class to be held on June 24 at Ames. Absent: Davis.

Clerk was instructed to keep on Chris Whitaker about the annexation and also to talk to Shirley Phillips about it. Clerk is to keep checking on the storm sirens from Manson.

Res. 05-18 Adopting Ordinance 270 by Adding a New Ordinance Establishing an Urban Revitalization Area was unanimously passed on roll call vote. Absent: Davis. Motion was unanimously passed by those present to waive the second and third readings and pass on first and final. Absent: Davis. Ordinance establishes entire community as an Urban Revitalization Area and established tax abatement rates.

Motion was unanimously passed by all those present to approve cigarette permit renewals for Casey's General Store and Crossroads Restaurant & Lounge. Absent: Davis.

Clerk was instructed to contact the State Fire Marshal's Office for assistance in the removal of illegal gas tank in residential area.

Motion was unanimously passed by those present to approve rural res. bldg. permit for Dennis Steele for a tool shed/playhouse. Absent: Davis.

The playground equipment at Diamond Park will not be moved.

A meeting for the Quasquicentennial will be called following Crossroads Day in July.
