City of Early Minutes - November 1, 2005

The Early City Council meeting was held on Nov 1, 2005 at 7:00 p.m. in City Hall. Mayor Frank Scott called the meeting to order and roll call was taken as follows: Present: Randy Franken, Richard Snyder, Pennie Irwin, Ron Drey. Absent: Vince Davis.

Motion was unanimously passed by those present to approve the agenda with the addition of discussion about the Sac County Endowment. Absent: Davis. Motion was unanimously passed by those present to approve the minutes as submitted. Absent: Davis.

Reviewed the monthly police chief report. There had been a number of animal complaints and warnings given, a number of vehicle warnings and tickets given.

Supt DPW Musselman reviewed his monthly report with the council. They had worked on the snow truck and the sweeper, have cleaned up leaves, with the help of MidAmerican Energy got the used storm sirens from Manson and have painted them in preparation of installation, winterized the shelter house and lunch stand, got the sewer lagoon effluent tube cleaned.

Councilor Davis arrived at 7:15 p.m.

The 1950 Fire Pumper had been advertised for sale and five sealed bids were received. Bids were as follows: Dale O'Tool, $2000; Keith Ehler, $1500; Pat Moore, $660; Nicholas Snyder, $877.99; and Alan Wadsley, $2250. Mtion was unanimously passed to accept the bid from Alan Wadsley for $2250.

No paperwork had been received for the security alarm for Black Gold.

Discussed the Sac County Solid Waste Comprehensive Sold Waste Plan. There were no citizens present to make comment on the plans.

There were no bids received for sidewalk snow removal for the winter. Clerk was instructed to continue to advertise.

Discussed the annexation process. Clerk was instructed to send another letter to another property owner.

Motion unanimously passed to approve the renewal of the liquor license for BobKats. Police Chief & Fire Chief had submitted their reports for the renewal.

Discussed the Quasquicentennial plans. There will be a kickoff party at the Community Building on Saturday, November 12. Crocks are on sale now.

Discussed the Sac County Endowment Program. Invest Early, Inc. will make application for a grant for The Center when they are available.
